Abstract:In order to implement the overall national security concept, interdisciplinary comprehensive research on the low altitude safety skynet project was carried out.The overall framework of low altitude safety skynet project was explored. The national satellite internet service technology, Beidou navigation and ground-based enhanced positioning system, low altitude communication network support technology, low altitude aircraft design and airworthiness management, low altitude airspace environmental protection and legal and regulatory requirements of low altitude safety management related to low altitude safety skynet project was expounded.The flight flow monitoring methods of low altitude aircraft was analyzed in three flight states: before flight, during flight and the end of flight.The route planning scheme of low altitude safety corridor was designed, and the aircraft management objectives, management methods and the overall structure of low altitude safety management system in low altitude airspace were studied.The symptoms and treatment methods of low altitude flight accidents was discussed, and the idea of building a prototype test site of low altitude safety skynet was put forward. The construction requirements of the software and hardware platform, operation and management system deployment, communication data security and other aspects of the test site were clarified, and the acceptance procedures and assessment indicators of the low altitude safety skynet project were formulated.The importance of low altitude safety education and strengthening low altitude personnel training was analyzed.Exploring the low altitude safety skynet project has positive practical significance for ensuring the safe and orderly development of the low altitude industrial chain.
