With the rapid development of space industry, the number of remote sensing satellites is increasing. The remote sensing satellite ground receiving system is facing the urgent need to receive the downlink data of newly launched satellite quickly and stably. In this context, an evaluation method of the service capability of the remote sensing satellite ground receiving system is proposed. The evaluation index system of the operational capability based on AHP is established. Combined with the business characteristics, this paper expounds the system stand-alone state evaluation model and system business capability evaluation model, and determines the influence weight of factors at all levels. The example analysis results show that this evaluation method can quickly determine the operational capability status of a remote sensing satellite ground receiving system for a remote sensing satellite, and give minimization improvement guidelines for system, which provides feasible suggestions for the utilization and optimization of system resources.
