To improve the robustness ofcar license plate localization in different lighting conditions, and overcome the differentiationdifficulty caused by the affinity between the color of car plate and of the body of the car, based on the analysis of the distribution characteristics of car plate images under different lighting conditions combined with on the transformation from HSV color space to RGB space, a novel car license plate localization algorithmis proposed in this paperin RGB color space.
